NiMet Begins Cascading Exercise to Drive Strategy Implementation

The Nigerian Meteorological Agency (NiMet) has commenced a cascading exercise to translate its newly launched Strategy 2026-2030 into practical, directorate-level action plans. The initiative follows the official unveiling of the strategy on 16 March 2026 and is designed to ensure that every department contributes directly to the Agency’s long-term goals.

The exercise forms a key part of NiMet’s drive to improve organisational performance, strengthen meteorological service delivery, and enhance climate resilience across Nigeria. It also seeks to create a unified approach to implementing strategic priorities throughout the Agency.

Cascading exercise aligns every directorate

Built on the Balanced Scorecard (BSC) framework, NiMet’s Enterprise Strategy is structured around five Strategic Pillars and twelve Strategic Objectives. These pillars provide a roadmap for improving operational efficiency while supporting national development through reliable weather and climate services.

However, the Agency recognises that a strategy can only succeed when every directorate understands its responsibilities. Therefore, the cascading exercise has been introduced to bridge the gap between enterprise-wide objectives and day-to-day operations.

According to NiMet, the exercise is designed to translate corporate goals into directorate-specific priorities while ensuring that operational processes remain aligned with the Agency’s strategic direction.

 “The exercise focuses on translating enterprise objectives into directorate-specific priorities by aligning goals, processes, and performance measures with the Agency’s overall strategic direction.”

In addition, the initiative establishes measurable Key Performance Indicators (KPIs) that will improve accountability across the organisation. Strategic objectives will also be integrated into individual performance plans, encouraging ownership and responsibility among employees.

Four batches ensure broad participation

To guarantee effective engagement, NiMet organised the cascading exercise into four batches covering its nine directorates and the Office of the Director General and Chief Executive Officer.

The first batch included the Directorate of Weather Forecasting Services and the Directorate of Applied Meteorological Services. Meanwhile, the second batch brought together the Office of the Director General/CEO, the Directorate of Corporate Services, and the Directorate of Research and Training.

The third batch featured the Directorate of Engineering and Technical Services alongside the Directorate of Human Resource Management and Administration. The final batch involved the Directorate of Finance and Accounts, the Directorate of Public Affairs and Customer Protection, as well as the Legal Services Directorate.

This phased approach allows every unit to participate fully while ensuring that strategic discussions remain focused and practical.

Stronger accountability through cascading exercise

NiMet believes the cascading exercise will strengthen the connection between strategic planning and operational execution. By clearly defining responsibilities and measurable outcomes, the Agency expects improved coordination across all departments.

Furthermore, aligning strategic objectives with individual performance plans will make it easier to monitor progress and evaluate results. This approach is expected to promote transparency, improve decision-making, and encourage continuous performance improvement.

The Agency also anticipates that the initiative will reinforce institutional capacity by ensuring that every directorate works towards common goals.

As implementation of the Strategy 2026-2030 gathers momentum, the cascading exercise is expected to become a critical driver of organisational transformation. Through stronger alignment, improved accountability, and measurable performance, NiMet aims to deliver world-class meteorological services that support aviation safety, climate resilience, and Nigeria’s broader socio-economic development.
