NCAA Confirms Unruly Ibom Air Passenger Faces Legal Action Over Flight Disruption  

The Nigeria Civil Aviation Authority (NCAA) has confirmed the arraignment of Ms. Chiamaka Don Ubani, whose unruly passenger behavior disrupted operations of Ibom Air on January 8, 2025. The Nigeria Police charged her under Akwa Ibom State’s criminal code, citing violations that caused significant inconvenience and operational delays for the airline and passengers.  

The charges include maliciously preventing the aircraft door from closing and obstructing flight Q1528’s departure. She was also charged with constituting a public nuisance under section 196(1)(f) of the criminal code. After her arraignment, Ms. Ubani was released on bail on January 10, 2025, with the next court hearing scheduled for February 4, 2025, at the Uyo Magistrate Court. Commenting on the case, NCAA Director of Public Affairs and Consumer Protection Michael Achimugu emphasized that unruly passenger behavior disrupted operations and undermined aviation safety and efficiency.  

Flashback: Disruption to Ibom Air  

The flight disruption occurred when Ms. Ubani refused to board flight Q1528 after discovering her luggage had been short-landed due to weight restrictions. Despite signing an indemnity form acknowledging this possibility, she demanded her bag be included immediately, delaying the flight’s departure. Attempts by the airline crew and FAAN’s Aviation Security (AVSEC) to mediate proved unsuccessful. Ms. Ubani entered the aircraft under false pretenses, blocked the aisle, and caused significant delays, forcing the airline to cancel the flight.  

Ibom Air incurred financial losses from providing accommodations for stranded passengers and managing scheduling backlogs. The unruly incident highlighted the strain on an industry already operating under tight profit margins.
