Aviation Ministry Redeploys Directors in Sector-Wide Aviation Shake-up

The Federal Ministry of Aviation and Aerospace Development has approved a strategic redeployment of senior directors across key aviation agencies, a move that underscores the Federal Government’s intention to strengthen leadership alignment and operational efficiency.

The redeployment, which affects NAMA, NCAA, NiMet, and NSIB, takes immediate effect and represents a significant administrative adjustment within the sector.

The approval was conveyed through an official circular dated 9 February 2026 and issued from the Office of the Permanent Secretary.

Signed by Permanent Secretary, Ministry of Aviation and Aerospace Development, Yakubu Adam Kofarmata, Ph.D, the directive confirms that the redeployment received the consent of the Honourable Minister of Aviation and Aerospace Development and must be implemented without delay across the affected agencies.

According to the circular referenced PS/FMA/PCA/S.31/T, the redeployment affects directors occupying sensitive portfolios that directly influence governance, accountability, and public engagement. These include public affairs and consumer protection, corporate services, finance and accounts, human resource administration, and special duties.

However, the Ministry stressed that all agencies must ensure smooth handover processes to avoid operational disruptions.

Under the approved redeployment framework, Director of Public Affairs and Consumer Protection, NiMet, Funke Adebayo Arowojobe, has been reassigned to the Nigerian Safety Investigation Bureau in the same capacity. Meanwhile, Director of Human Resource and Administration, NiMet, Dr. Nasiru Sani, has been redeployed internally to serve as Director of Corporate Services, reflecting a recalibration of leadership responsibilities within the meteorological agency.

In addition, Director of Corporate Services, NiMet, Airohiuodion Henry Omonzogie, has moved to NSIB to oversee corporate services at the Bureau. In a corresponding adjustment, Director of Corporate Services, NSIB, Baro Henry Minabawarre, has been redeployed to NiMet as Director of Human Resource and Administration. This redeployment is expected to promote cross-agency exposure and strengthen institutional processes.

The redeployment exercise also extends to public affairs leadership at both NSIB and NiMet. Director of Public Affairs and Consumer Protection, NSIB, Mrs. Bimbo Olawunmi Oladeji, has been reassigned to NiMet to head the same directorate. Meanwhile, the finance leadership of NAMA and NSIB has been restructured through redeployment, with Director of Finance and Accounts, NAMA, Muonemeh Ndubusi Lotenna, moving to NSIB, while Director of Finance and Accounts, NSIB, Dr. Mrs. Okundaye Oke Itohan Folake, assumes the same role at NAMA.

At the Nigerian Civil Aviation Authority, the redeployment directive relieved Director of Special Duties, NCAA, Mr. Horatius Egua, of his appointment with immediate effect. He has been directed to hand over all NCAA properties in his possession to the Director General, NCAA. In his place, Mrs. Augustina Erah, Ph.D, previously without a formal posting, has been appointed Director of Special Duties, NCAA, reinforcing continuity within the Authority’s administrative structure.

Emphasising compliance, the Permanent Secretary stated that the redeployment takes immediate effect and must be treated as a priority. He further directed that all relieved officers complete handover procedures promptly to ensure accountability and preserve institutional records across the aviation agencies.

The Ministry explained that the redeployment forms part of routine administrative measures aimed at strengthening institutional capacity and improving service delivery across Nigeria’s aviation sector. Therefore, by redistributing experienced directors, the Ministry expects enhanced collaboration among agencies responsible for regulation, air navigation services, meteorology, and accident investigation.

Copies of the redeployment directive were forwarded to the Managing Director, NAMA, and the Directors General of the NCAA, NiMet, and NSIB for immediate implementation, with the Honourable Minister copied for information.

Meanwhile, stakeholders across the sector are expected to monitor how the redeployment influences coordination, safety oversight, and operational performance as aviation reforms continue into 2026.
