The Nigeria Civil Aviation Authority (NCAA) has signalled stronger engagement with the Nigerian National Petroleum Company Limited (NNPCL) to deepen aviation safety coordination under emerging regulatory frameworks. The collaboration with Nigeria’s state-owned oil company is aimed at improving aviation safety guidelines linked to oil and gas operations and broader aviation support systems. The initiative reflects growing synergy between regulatory oversight and energy sector stakeholders in Nigeria’s aviation ecosystem.

The Director-General, Civil Aviation (DGCA), Capt. Chris Najomo, represented by the Director of Airworthiness Standards and Chairman, Flight Standards Group (FSG), Engr. Godwin Balang, reaffirmed NCAA’s readiness to support NNPCL during a courtesy visit to the Authority’s headquarters in Abuja on Friday, May 15, 2026. The engagement highlighted the strategic role of NNPCL in aviation-linked operations, particularly in logistics, offshore transport, and safety compliance interfaces.

The NCAA also underscored its regulatory achievements, including a landmark 91.4 per cent score recorded during the International Civil Aviation Organization (ICAO) Coordinated Validation Mission (ICVM). This result reinforces Nigeria’s rising global aviation safety profile and strengthens confidence in ongoing reforms across the sector.

In response, the Manager, Environmental Strategy, Policy & Standards, Dr Edwin Aboh, expressed appreciation to the NCAA leadership for the opportunity to engage. He noted that NNPCL recognises the Authority’s critical role in shaping aviation safety governance and supporting operational standards that directly affect energy-sector aviation activities.

Dr Aboh further explained that NNPCL is currently developing its internal aviation safety guidelines. He emphasised that technical guidance from NCAA would be vital in ensuring alignment with national and international standards. This reinforces NNPCL’s commitment to structured aviation safety practices across its operations.

NNPCL Aviation Safety Guidelines and Regulatory Alignment

The ongoing development of NNPCL aviation safety guidelines marks a significant step towards stronger institutional coordination with NCAA. The collaboration is expected to enhance oversight of aviation-related activities within the oil and gas sector, ensuring higher compliance with established safety protocols. Meanwhile, the Authority’s expertise is expected to provide a solid foundation for the implementation of these guidelines.

Senior officials present at the meeting included the Director, Legal Services/Company Secretary, Barr. (Mrs.) Mary Tufano-Eche; and the Director, Air Transport Regulation, Mrs. Olayinka Babaoye-Iriobe, alongside other key stakeholders. Their participation reinforced the cross-functional importance of the engagement between NCAA and NNPCL.

The strengthening of ties between NCAA and NNPCL signals a broader commitment to aviation safety governance in Nigeria. Therefore, the partnership is expected to enhance regulatory alignment, operational safety, and institutional efficiency. In addition, it positions both organisations to respond more effectively to evolving aviation challenges linked to energy infrastructure and logistics.

In conclusion, the evolving partnership between NCAA and NNPCL reflects a strategic shift towards integrated aviation safety management. It demonstrates how regulatory bodies and major national corporations can jointly reinforce safety standards, enhance compliance, and support Nigeria’s long-term aviation development goals.
