The recent publication of Nigeria Civil Aviation Authority, NCAA statistics on flight delays has raised questions about how aviation performance data is compiled and communicated. Figures attributed to the Nigeria Civil Aviation Authority indicated that Air Peace and United Nigeria Airlines recorded some of the highest numbers of delayed flights in August 2026. However, raw figures require proper context before they can fairly measure airline performance.

The NCAA statistics are useful when they help the public understand reality. However, numbers presented without sufficient context can create impressions that may be misleading and commercially damaging. Therefore, the NCAA should ensure its statistics distinguish between absolute numbers, percentages, causes of delays and the scale of airline operations.

According to the published NCAA statistics figures, Nigerian domestic airlines operated 7,961 flights in August. Of those flights, 4,765 were delayed. Air Peace alone operated 1,864 flights, further demonstrating its significant position within Nigeria’s aviation market. Consequently, placing airlines on a league table based mainly on the number of delayed flights requires careful qualification.

NCAA Statistics Must Provide Proper Context

It is therefore misleading to simply announce that Air Peace “topped” the table for delayed flights without comparing the figure with its total number of flights. An airline operating substantially more flights has substantially more opportunities to record delays than an airline operating only a fraction of that number.

The distinction becomes clearer when considering smaller operators. Arik Air, for example, operates with only one aircraft, according to the argument presented by the author. Comparing its absolute number of delayed flights directly with a much larger operator would therefore produce a distorted picture of performance.

The appropriate assessment should consider the total number of flights operated, the percentage delayed, the length of each delay, routes operated, airport conditions and, critically, the causes of those delays. Without these factors, NCAA statistics may tell only part of the story.

Even percentage rankings require context. A 20-minute delay caused by severe weather is fundamentally different from a five-hour delay resulting from an airline’s failure to provide an aircraft. Yet a basic delay table could count both incidents simply as delays.

Who Actually Caused the Delay?

 

This is perhaps the most important question the NCAA should address. Not every flight delay is caused by an airline. Weather, airport infrastructure, air traffic control restrictions, runway closures, security incidents, bird strikes, late-arriving aircraft and industrial action can all disrupt flight operations.

Bird strikes, for instance, can cause operational disruption and require intervention by relevant aviation authorities. Where such incidents affect flight schedules, the circumstances should be clearly identified instead of allowing the resulting delay to appear solely as an airline performance failure.

Weather provides another example. Poor weather can force cancellations or delays when operating conditions become unsafe. However, the availability of appropriate infrastructure and operational systems can influence how effectively airports and airlines manage such disruptions.

August itself provides a significant illustration. On August 11, aviation labour unions disrupted operations at airports in Lagos and Abuja. Access to Air Peace departure terminals was blocked, preventing scheduled flights from departing and disrupting operations across its network.

United Nigeria Airlines and other operators were also affected.

How should such delays be classified?

A flight prevented from departing because access to an airport terminal was blocked should not automatically be placed in the same category as a delay caused by an airline’s own operational inefficiency. Regulation must distinguish between airline-attributable delays and disruptions caused by external or system-wide circumstances.

NCAA Statistics Should Inform, Not Demarket

The NCAA has an important responsibility to protect passengers. Airlines that consistently delay passengers because of poor scheduling, inadequate aircraft, crew problems or other avoidable operational deficiencies should be held accountable.

Passengers deserve reliable services, accurate communication, refunds and compensation where applicable. However, consumer protection and fairness to airlines are not mutually exclusive.

The NCAA should therefore perform its regulatory role without inadvertently creating the impression that it is campaigning against operators. A regulator should be seen as an impartial authority committed to enforcing standards while supporting the development of a safe and sustainable aviation industry.

Nigeria needs strong indigenous airlines. These companies employ Nigerians, pay taxes and statutory charges, invest significant capital, connect Nigerian cities and compete with foreign carriers on international routes.

The way performance data is communicated should therefore not become an unintended mechanism for demarketing indigenous aviation businesses. NCAA statistics should help passengers make informed decisions while also giving airlines a fair opportunity to explain operational challenges.

A headline stating that an airline “tops the list of delayed flights” can easily be interpreted by passengers as meaning that the carrier is Nigeria’s least reliable airline. Yet the underlying data may tell a considerably more complicated story.

This distinction is particularly important when airlines operate significantly different fleet sizes, networks and schedules. Larger operators naturally handle more flights and therefore face more opportunities for disruptions to appear in absolute numbers.

Publish Better NCAA Statistics

Going forward, the NCAA’s flight-performance reports should provide Nigerians with a more comprehensive scorecard. For every airline, the Authority should publish total flights scheduled and operated, alongside the number and percentage of flights departing on time.

 

The reports should also show the number and percentage of delayed flights, average and median delay duration, cancellations and the causes of disruptions. Most importantly, the data should distinguish delays attributable to airlines from those caused by weather, airport infrastructure, air traffic management, security issues, industrial action and other external factors.

Such reporting would allow passengers to make informed choices while giving airlines a fair and scientifically meaningful assessment. It would also help government identify weaknesses across the wider aviation system.

The central question should be straightforward: what percentage of Nigeria’s flight delays are actually caused by airlines, and what percentage results from deficiencies elsewhere in the aviation system?

If airport infrastructure or other systemic problems account for a significant proportion of delays, publishing airline rankings without highlighting those factors risks punishing operators for failures outside their control.

Bigger Operators Should Not Be Punished for Being Bigger

Air Peace and United Nigeria Airlines operate extensive domestic, regional and international networks. Their scale means disruptions affecting major airports can cascade into subsequent flights across their networks.

That does not excuse avoidable delays. Instead, it demonstrates why airline performance should be assessed intelligently and proportionately. The objective should not be to shield airlines from legitimate scrutiny. It should be to ensure that the scrutiny is credible.

Nigerian passengers deserve reliable airlines. Nigerian airlines equally deserve a regulatory environment where their performance is judged by fair, transparent and scientifically meaningful standards.

Therefore, NCAA statistics should illuminate the full picture rather than create impressions that could unnecessarily damage public confidence in indigenous carriers.

The NCAA should move away from sensational league tables based primarily on raw delay numbers. Instead, it should embrace transparent, contextual and cause-based performance reporting.

Finally, the NCAA could draw lessons from the approach of the Minister of Aviation and Aerospace Development, Mr Festus Keyamo, who has consistently promoted Nigeria’s aviation interests while exercising regulatory oversight over the sector.

The objective should be clear: protect passengers, enforce standards and strengthen the industry. Accurate statistics can achieve all three when they are properly compiled, fairly presented and placed within the context required to understand them.
