FAAN Vows to Implement Bye-law Sanctions on Unruly Passengers

The Federal Airports Authority of Nigeria (FAAN) has warned that unruly passengers will face strict sanctions under ICAO Annex 17, the Nigerian Civil Aviation Regulations (NCARs) Part 17, and the FAAN Bye-law. Annex 17

FAAN is determined to protect airport safety and security by enforcing all applicable laws without compromise.
Passengers are advised to know their rights and responsibilities to avoid sanctions.

FAAN Prohibited Actions

Several disruptive actions are forbidden within airport premises. These include verbal or physical assault of airport staff, airline crew, or fellow passengers.

Non-compliance with safety procedures is considered serious misconduct. Offences include refusing lawful crew instructions, using mobile devices when directed not to, or entering restricted areas like the tarmac without permission.
These rules apply to passengers, crew, and all aviation personnel.
The authority stressed that regulations are designed to ensure smooth airport operations and protect all users. Compliance is not optional, and breaches will be treated with urgency.

Sanctions for Violations

The FAAN Bye-Law warns that offenders will be arrested and handed to the police for prosecution. The Civil Aviation Act 2022 allows for fines of up to ₦1,000,000 and possible imprisonment.
Offenders can also be placed on a national “no-fly list,” banning them from travelling with any Nigerian airline.
This zero-tolerance policy is intended to deter behaviour that endangers safety or disrupts operations. FAAN notes that penalties will be applied consistently to maintain order in all airport facilities.
A recent case highlighted the authority’s approach. A passenger on an Ibom Air flight was restrained by FAAN Aviation Security (AVSEC) personnel for disruptive conduct and handed over to the Nigerian Police Force for prosecution. The matter is under investigation.

FAAN Strengthens Enforcement

The authority is reviewing protocols for handling disruptive passengers, including rapid response measures and coordination with law enforcement.
New procedures will ensure that offenders face prompt legal action according to its bye-law.
Mrs. Orah said FAAN’s priority remains the safety, security, and comfort of airport users. This includes ensuring that all travellers can move through terminals without fear of harassment, intimidation, or unsafe incidents.
Passengers are encouraged to report disruptive conduct to AVSEC officers immediately.
The authority will also expand awareness campaigns to remind travellers of acceptable behaviour and applicable regulations.

Collaborating for Safer Airports

FAAN’s bye-law enforcement drive aligns with global aviation safety standards set by the International Civil Aviation Organization (ICAO).
The authority is working with airlines, security agencies, and regulators to ensure same bye-law is clearly communicated and applied consistently.
