The Nigeria Civil Aviation Authority (NCAA) has reinforced its commitment to regulatory oversight and industry growth with landmark NCAA aviation certification approvals granted to 3 Horizons Limited and Caverton Helicopters.
The two certifications: an Air Operator Certificate (AOC) for 3 Horizons and a Remotely Piloted Aircraft System (RPAS) Operations Certificate (ROC) for Caverton, were presented at separate ceremonies at the NCAA Corporate Headquarters in Abuja, underscoring the Authority’s dedication to safety and compliance.
On Wednesday, 17th September 2025, the Director General of Civil Aviation (DGCA), Capt. Chris Najomo, presented the AOC to 3 Horizons Limited, authorizing its operations as a charter airline.
Congratulating the company, Najomo urged the management to uphold strict operational and safety standards, stressing that NCAA aviation certification reflects the dynamic and safety-driven nature of Nigeria’s aviation sector.
He reaffirmed the Authority’s continuous surveillance role, noting that all certified operators will be closely monitored to ensure adherence to safety protocols, passenger protection, and the preservation of industry credibility.
Responding, 3 Horizons’ Director of Operations and Chief Pilot, Capt. Sanni Mohammed Shehu, expressed gratitude to the Authority’s leadership for their guidance during the NCAA aviation certification.
He pledged that the airline would strictly comply with all terms and conditions attached to its AOC.
Similarly, on Monday, 15th September 2025, Capt. Najomo presented the ROC to Caverton Helicopters after what he described as a painstaking certification process.
Receiving the certificate, Caverton’s Managing Director, Capt. Ibrahim Bello, said the approval would enhance the company’s capacity to deploy RPAS technology safely and efficiently, aligning with international best practices.
With the issuance of both the AOC and ROC, the NCAA has once again demonstrated its resolve to strike a balance between safety oversight and business facilitation.
This latest round of NCAA aviation certification highlights the regulator’s role in driving industry expansion while maintaining globally accepted standards.
