The Federal Airports Authority of Nigeria (FAAN) has unveiled its 2025 By-Laws, marking the first comprehensive review of the Authority’s regulatory framework in 21 years.
The new framework was officially launched by the Chairman of the FAAN Board, Dr. Abdullahi Umar Ganduje, who commended the Authority’s management for completing the long-awaited review. He described the revised by-laws as a significant milestone that will strengthen airport governance and enhance operational efficiency across FAAN’s network.

Speaking at the unveiling, the Managing Director/Chief Executive of FAAN, Mrs. Olubunmi Kuku, said the previous by-laws had become outdated after remaining largely unchanged since 2005.
According to her, the aviation industry has undergone significant changes over the past two decades. Therefore, the framework guiding FAAN’s operations needed to reflect current realities and the evolving demands of modern airport management.
Kuku explained that the 2025 By-Laws were developed to align FAAN’s regulatory and operational framework with contemporary aviation realities. She added that the review also takes into account emerging challenges and the need to maintain global best practices across Nigeria’s airport system.
“The previous by-laws, last reviewed in 2005, had become outdated and were no longer effective in addressing the demands of the modern aviation environment,” Kuku said.
The FAAN Managing Director noted that the revised framework would provide a comprehensive operational guide for the Authority’s workforce, airport users, stakeholders and relevant partners.
She said the framework would help promote safer, more secure and commercially viable airport operations across the country’s airport network. In addition, the new rules are expected to provide greater clarity for stakeholders interacting with FAAN and support more effective management of airport facilities and services.
The review comes as Nigeria’s aviation industry continues to evolve, with airports facing increasing demands for improved infrastructure, passenger experience, safety, security and commercial efficiency. Therefore, FAAN’s updated regulatory framework is expected to provide a stronger foundation for responding to these changing demands.
Meanwhile, the unveiling of the 2025 By-Laws represents a major step in the Authority’s efforts to modernise its governance structure and operational processes.
The revised framework also reinforces FAAN’s commitment to regulatory compliance, operational excellence and improved service delivery.
