
The Nigeria Civil Aviation Authority (NCAA) has achieved an impressive 75.3% rating in the recently concluded self-assessment tool evaluation conducted by the Bureau of Public Service Reforms (BPSR).
The result of the self-assessment tool exercise was formally presented to the Director-General of Civil Aviation, Captain Chris Najomo, by Dr. Dasuki Arabia, Director-General of the BPSR, on November 3, 2025, at the Authority’s Headquarters in Abuja.
In his remarks, Captain Najomo commended the Bureau for the initiative, describing it as a laudable mechanism for strengthening governance and accountability across public institutions. He stated that the exercise reinforces the NCAA’s commitment to continuous improvement, effective governance, transparency, and institutional efficiency.
Najomo noted that the self-assessment tool evaluation came at a crucial time when the Authority is consolidating reforms to enhance service delivery and align its operations with global aviation standards. He emphasised that achieving a score of 75.3% demonstrates the Authority’s dedication to the Federal Government’s reform agenda and its drive toward operational excellence.

The Director-General expressed appreciation to the Bureau of Public Service Reforms for its objective evaluation process, stressing that such collaboration contributes significantly to promoting transparency and good governance. He added that the NCAA will continue to build on the foundation already laid by ensuring that the recommendations from the self-assessment tool are implemented to improve internal systems and regulatory processes.
Presenting the report, Dr. Dasuki Arabia congratulated the Nigeria Civil Aviation Authority for its commendable performance and expressed satisfaction with the outcome of the exercise. He explained that the self-assessment tool is designed to measure how Ministries, Departments, and Agencies (MDAs) align with key public service reform objectives, including performance management, transparency, and accountability.
Dr. Arabia praised the Authority’s strategic management processes, which, according to him, have positioned the NCAA as one of the agencies effectively implementing reform measures in line with national objectives. He assured that the Bureau would continue to partner with the Authority to ensure that areas identified for improvement are addressed and strengthened.
He further encouraged the Authority to sustain its reform momentum, noting that such consistency will enhance service delivery and improve public confidence in government institutions. Arabi reaffirmed the Bureau’s commitment to continuous collaboration, technical support, and capacity building to ensure that the gains of the self-assessment tool are sustained over time.
The event, which held at the NCAA Headquarters in Abuja, was attended by Directors, General Managers, and senior officials of the Authority, along with representatives of the Bureau of Public Service Reforms. The atmosphere reflected a shared sense of pride in the Authority’s achievement and a collective determination to sustain the progress recorded through the self-assessment tool evaluation.
The 75.3% performance rating serves as a strong indicator of the NCAA’s readiness to embrace reform-driven governance and maintain its leadership in promoting safety, efficiency, and accountability within Nigeria’s aviation sector.
