
The Nigeria Civil Aviation Authority has boosted confidence in the charter and non-scheduled flight segment after issuing Air Operator Certificates (AOC) to three operators within one week. The accelerated certification activity demonstrates the Authority’s continued commitment to safety, efficiency and improved ease of doing business. It also shows how the AOC framework remains central to Nigeria’s regulatory system, particularly as operators strive to meet international standards.
The latest beneficiaries of the AOC programme are MCM Jets Limited, Blue Dolphin Aviation Limited and Heliconia–EAN Aero Nigeria Limited. Each operator completed the required technical, operational and safety processes, and their successful outcomes underline the robustness of the NCAA’s oversight system. The presentations were conducted at the Authority’s Corporate Headquarters in Abuja between the first and fifth of December 2025, and the sessions were supervised by the Director-General Civil Aviation, Captain Chris Najomo.


During the presentation to MCM Jets Limited on the fifth of December, Captain Najomo praised the operator for its disciplined approach throughout the multi-stage AOC procedure.
He explained that every Air Operators Certificate awarded by the Authority reflects a clear commitment to safety and full compliance, and he noted that Nigeria’s airspace must be served only by operators who meet the highest standards. In response, the Director of MCM Jets, Mr Jide Ogundare, thanked the Authority for its professionalism and reaffirmed the company’s dedication to safe operations and strong customer service.
Meanwhile, Blue Dolphin Aviation Limited received its operators certification on the fourth of December after meeting all required benchmarks. Captain Najomo congratulated the management team and encouraged the operator to maintain the standards that earned its certification. He added that the Authority would continue its active surveillance and monitoring to ensure continuous compliance across all holders of the AOC.
Earlier on the first of December, the DGCA presented an AOC to Heliconia–EAN Aero Nigeria Limited. He stated that the seamless process reflects Nigeria’s commitment to supporting business growth while maintaining firm oversight. He also reaffirmed that the Authority would intensify supervision of all operators with an AOC in order to strengthen industry credibility.
With the issuance of these three AOC approvals, the NCAA has reinforced its mission to safeguard Nigeria’s aviation landscape and ensure that every operator delivers safe and reliable air services.
