NCAA’s Special Duties Directorate Focuses on Organisational Culture at Retreat

The Directorate of Special Duties of the Nigeria Civil Aviation Authority (NCAA) emphasizes that its effectiveness is rooted in policies, procedures, and a strong organizational culture. Director Horatius Egua made this statement during a retreat aimed at streamlining the Directorate’s tasks to improve regulatory fluidity. The Directorate of Special Duties oversees critical functions like the State Safety Programme, Quality Assurance, and Project Monitoring. It also manages Occupational Safety and Health, ensuring all these tasks fully support the NCAA’s overall operations.

Horatius Egua described the Directorate as one of the most vibrant within the NCAA. He emphasized that the retreat aimed to foster camaraderie and deepen understanding of the core values of the regulatory agency. Egua reiterated during his presentation that clear policies, procedures, and the NCAA’s organisational culture firmly root the Directorate’s success. He also presented on “Promoting Effective Delegation and Motivation as a Strategy for Improving Organisational Culture in the NCAA.”

“Culture is what binds our shared mission, values, and performance standards. Improving this culture requires strategic leadership,” Egua stated. He further explained that effective delegation empowers employees, boosts ownership, and fosters collaboration. Delegation, especially in a complex industry like aviation, prevents any single department from becoming overwhelmed, enhancing decision-making efficiency.

Julie Obumselu, Head of Quality Assurance, discussed how ensuring consistent application of skills, methods, and controls strengthens the Directorate’s quality management system. She highlighted benefits like improved safety, compliance, reliability, and continuous service improvement within the NCAA. Engineer Adesanya Adekunle shared updates on tracking all NCAA projects in real time to enhance monitoring efforts. He announced that a Project Monitoring dashboard is currently under development, which will allow for easier tracking of projects. Adekunle stated that they expect to complete the management review report and have it ready for review next week.
