Aviation Sector Faces Uncertainty Amid 50% Deduction Dispute

Reports suggest that reductions from 50% to 20% for Internally Generated Revenues of aviation agencies may have been overstated. This situation arises from a nationwide protest planned by aviation unions starting September 18.

Minister Festus Keyamo has urged calm while addressing the issue. His appeal follows the unions’ protest notice. NigerianFLIGHTDECK had initially confirmed the reduction from 50% to 20% based on government sources. However, the unions’ protest notice now raises questions about this information.

The unions—NUATE, ATSSSAN, ANAP, NAAPE, and AUPCTRE—signed the protest notice titled “Save Aviation from Collapse.” They have instructed all NCAA, FAAN, NAMA, NiMet, NCAT, and NSIB workers to join peaceful protests at airports nationwide on September 18, 2024. Their primary demand is to stop the 50% deduction from IGR through an exemption.

The notice stated, “All efforts have failed to convince the Federal Government that these agencies are cost-recovery, not profit-making. They cannot survive on half their income under any model.” Furthermore, it noted that the ultimatum for the Minister of Aviation expired at the end of August 2024.

The unions argue that safety-critical activities are halting due to the deductions. They warn that if financial constraints render the sector dysfunctional, they will not assume responsibility.

In response, Minister Festus Keyamo acknowledged the unions’ concerns about the 50% IGR deduction. He assured that the President is actively addressing these concerns. “We recognize the strain on the sector’s safety and operational needs and are committed to resolving this issue.”

The Ministry has scheduled a meeting with union leaders on September 17, 2024, to discuss the issues. The Minister appeals to the unions to reconsider their planned protest and engage in dialogue. “We believe constructive engagement will lead to a solution, ensuring the sector’s safety and sustainability.”
