Executive Order: Agencies implement harmonization of screening

  • NCAA to ensure compliance of EO

THE Federal Airports Authority of Nigeria (FAAN) seems to have commenced the implementation of executive order issued by the Acting President, Prof. Yemi Osinbajo with the harmonization of screening points at the airport departure halls.

This is just as the Nigerian Civil Aviation Authority (NCAA) has stated that it put in place adequate measures to ensure full and sustained compliance with the Federal Government’s Executive Order (EO) at the nation’s airports.

Managing Director of FAAN, Engr. Saleh Dunoma, who spoke after a meeting with all the agencies at the Murtala Muhammed International Airport (MMIA) said that the airport authority had made it so that there would be no more multiple checks and that would ease facilitation.

The Acting President, Yemi Osinbajo, (SAN), recently signed three far-reaching orders to ease business, fast track budget submissions and promote made in Nigeria goods plus the plan to enhance ease of doing business at ports of entry.

According to Engineer Dunoma, all the agencies had stuck together to effectively and seamlessly implement the order without compromising on security procedures at the airport.

He said henceforth agencies would check luggage of passengers at designated areas and not within the departure halls as was the case before.

He said, “Everybody is ready to key into this committee that is set up for the implementation and everybody is contributing positively. From all indications, all hands are on deck to make sure that the executive order is implemented.

“I don’t envisage any problem in its implementation. We will support the agencies when the need arises by giving them additional facilities depending on what they are requesting for.

“I just came out of the meeting. I heard some of the things they are talking about, issues being raised as a result of the implementation of the executive order. I gave them my words that I will support them with whatever issues they might have as a result of the implementation. I also emphasized that as a result of the implementation of the executive order there would be no compromise”.

On its part, the Nigeria Civil Aviation Authority (NCAA) has directed all Aviation Safety Inspectors (ASI) to monitor the level of compliance with the Executive Order (EO) alongside their statutory oversight responsibilities at the airports as enshrined in the Nigerian Civil Aviation Regulations 2015 [Nig.CARs 2015]

All aviation parastatals under the Federal Ministry of Aviation, Federal Airports Authority of Nigeria (FAAN), Nigerian Airspace Management Agency (NAMA), Nigeria Meteorological Agency (Nimet) and Accident Investigation Bureau (AIB) have since commenced compliance to the order.

The NCAA also stated that it has prepared a standard document outlining its core functions and services, appropriate charges, fees, licenses, waivers and other tax-related processes in adherence to the Executive Order (EO).

The schedule contains mode of communication of official decisions to the various applicants for our sundry services. This information, together with other vital information, for ease of doing business in Nigerian aviation sector are contained in the official website of the NCAA.

The Federal Government has handed down this order with the view to eliminate unnecessary bureaucracy that impedes business activities at our airports.

In addition, it will improve safety, security and facilitation of passengers within and around the airport.

The NCAA Director General is in constant discussions with the heads of aviation agencies to ensure sustained adherence to the Executive Order (EO) by the parastatals and continuous surveillance by the regulatory Authority.
