  • As NCAA demands evidence of CAP implementation to consider airline’s restart

IN the wake of the audit report from the Nigeria Civil Aviation Authority (NCAA), embattled Azman Air has commenced enactment of its Corrective Action Plan (CAP) on the management area of its audits with the sack of its former Acting Head of Maintenance and the appointment of Engineer Peter Wusbam Vungmo as Head of Maintenance as SFO Sunusi Muhammed Mahi as Flight Safety Officer.

The airline has also upgraded the appointment of Eyas Adwan from Cabin Services Training Manager to Azman Air Training Manager all appointments takes effect from yesterday April 4, 2021.

The airline in a series of letters signed by Magaji Mohammed Misau  Admin and Hr Manager yesterday April  4th appointed Engineer Vungmo  to replace Engineer Zakaria Al Najjar, the former Acting Head of Maintenance who was relieved of his appointment same day while SFO Mahi replaced Captain Tijani who resigned his appointment from the airline recently. NigerianFLIGHTDECK reported from the 19 paged audit findings which was signed by the Director General of NCAA, Captain Nuhu Musa on the 2nd of April 2021, that in the case of management personnel required for Commercial Air Transport Operations, Azman Air was found not to be in compliance with the provisions of Nig.CARs 9.2.2.2 (a) and (e) (2).

A letter from the regulatory body to the airline on April 2nd NCAA/DG/AIR/11/16/304 titled Re: Suspension of Parts A3 and D43 of the operation specifications issued to Azman Air with immediate effect said that the evidence of implementation of CAP must be found satisfactory by the Authority prior to considering the restoration of the privileges of the operations specifications. The letter signed by the Director General Captain Musa Nuhu read,” The Authority’s team of inspectors have concluded an audit of your organization and herewith attached is the summary of the findings and non-conformance to the Nig. CARs requirements and the procedures in your organization’s approved manuals, respectively.

“Your organization is therefore required to determine the root causes of these findings and develop appropriate and effective corrective action plans (CAPs) acceptable to the Authority to address them.”

“Please note that evidence of implementation of the CAPs, specifically for Level 1 findings must be found satisfactory by the Authority prior to considering the restoration of the privileges of the Operations Specifications Part A3 and D43 to resume the operation of the aircraft type,” the letter read. Level 1 Finding means any significant non-compliance with Nig. CARs, which would lower the operational standards and probably hazard an aircraft. It includes non- compliance with authorizations and limitations or on aircraft components that the AOC/AMO/CAMO may have on their operations specifications.

Action for Level 1 Finding state that in the case of an initial application for approval, no approval shall be issued until all level 1 findings are corrected. In the case of a re-issue or surveillance, the AOC/AMO/CAMO/ATO approval should be provisionally suspended in whole or in part depending upon the extent of the level 1 finding until corrective action has been taken. A follow up visit to the AOC/AMO/CAMO may be necessary to verify corrective action depending on the nature of the level 1 finding.
